The facts
Free-form alphanumeric string, 2 to 5 characters. NH DMV vanity plates require at least one letter and allow digits plus up to two non-consecutive of & + -; no spaces; cannot be all-numeric.
Reading the format
In a pattern, X is one letter or digit, L is one letter, and N is one digit. New Hampshire vanity plates print no fixed prefix, so every pattern above is the whole plate. Format rules describe what plate numbers in this series look like — they are not a claim that any particular plate number is unregistered or available.
